If you could implement one change to how the rail network operates, what would it be and why? (David Sellers)

Railroads must be more sensitive to the needs of their customers. Railcars should have trip plans that are updated on a timely basis to the customer. The railroad should plan on delivering cars with consistency. It would be nice to be able to give customers a 4-hour delivery window and hit it on a regular basis.
