What monopoly? That’s my point – the STB et al look only at railroads. But people who move freight (AKA “shippers” or “customers”) don’t – in fact 9 times out of 10 they look to a truck! Since 2006, rails have lost car load share (even excepting coal) and since 2016 or so, in intermodal. That is not acceptable or sustainable.
